Cover-Up is a first-person account of the aftermath of a Ponzi scheme as told through the eyes of a securities regulator, Mark Connolly. The story is told as he experienced it. The book is not meant to be a definitive history of this particular fraud; rather, it is to inform the reader about how it feels to be in the middle of a political storm, with uncertain consequences.

The Ponzi scheme is called Financial Resources Mortgage, Inc. (FRM), and while it took place largely in the state of New Hampshire, it could have occurred just about anywhere. The story is not meant to describe how or why the principal architect of the fraud went about constructing or covering-up his web of deceit, rather it is about how and why the government did not uncover the fraud and once it was unveiled, how a cover-up ensued, leading the author to eventually resign his position as director of securities regulation for the state so as to shed light on what really was occurring.
